Legislative — Drone Act Passes

Aug 27–28: Legislative Yuan passed the KMT/TPP alternative drone act — the Act on Strengthening Defense Autonomy and Developing the Unmanned Vehicles Industry. Structure: NT$40B/year × 6 consecutive years = NT$240B total (~USD 7.6B). Additional funding subject to annual LY approval. Competent authority: Ministry of Economic Affairs (civilian), not Ministry of National Defense — except military procurement. Cabinet's DPP special budget bill (NT$210B, MND authority, faster disbursement) was rejected. FDD (Aug 25): PRC treats pressure on Taiwan as a "standing instrument of statecraft" independent of US-China diplomatic tone — summit-period reductions in PLA tempo are tactical, not strategic. Conference Board notes Beijing will push a "one China principle" reaffirmation as a precondition for economic deliverables.

Trump stated in August 2026 the $14B arms sale is held "in abeyance" because "it depends on China," calling the weapons a "very good negotiating chip." No resumption announced. SFRC senators pitched bipartisan affirmation of US-Taiwan ties; House Select Committee on CCP (Krishnamoorthi letter) warned Trump against Taiwan concessions ahead of the summit. Nvidia Chip Smuggling — Keelung Indictments

Taiwan's Keelung District Prosecutors Office indicted 9 individuals — including one Nvidia employee (surnamed Chang, described as "core figure") and two Super Micro employees — for smuggling advanced AI servers (Nvidia chips) to the PRC in violation of US export controls.
