Article 28 (disability care access): Foreign professionals, specialist professionals, and senior professionals — and their dependents — who hold Taiwan APRC and have maintained legal residence for 10 cumulative years (183+ days/year) may apply for disability evaluation, needs assessment, and disability care services on the same basis as Taiwanese nationals. Dependents covered: spouse, children under 18, disabled adult children.
Article 29 (long-term care access): Same eligibility class, with additional age threshold of 65+ (applicant or qualifying dependent). Services include: personal care, professional support, transportation assistance, assistive devices, home accessibility modifications, respite care. Applications via county/city long-term care management centers.
Note: APRC is a prerequisite for Articles 28–29 services, not a product of them. The 10-year residence clock is cumulative; residency averaging provisions of the Jan 1, 2026 amendment apply.
Teacher Role Expansion — Effective Jul 1, 2026
Concurrent with the Articles 28–29 activation, new measures expanding the scope of K-12 and university teaching positions for which foreign nationals are eligible took effect July 1, 2026 (Focus Taiwan). Specific categories expanded were not itemized in available reporting.
