Core Eligibility — Unchanged Criteria
The Taiwan Employment Gold Card is issued under the Act for the Recruitment and Employment of Foreign Professional Talent. Applicants must qualify under exactly one of twelve professional fields (a thirteenth, Architecture, permits dual-field application). Fields include technology, finance, law, education, arts and culture, sport, economic affairs, architecture, national defense, maritime, and meteorology.
The principal salary threshold — applicable across most fields — requires a documented average monthly salary of NTD 160,000 (~USD 5,000) before tax, calculated from annual tax filings within three years of application. The Workforce Development Agency (WDA) divides the total tax-form figure by 12 to establish the monthly average.
2026 Amendments — Effective January 1, 2026
Taiwan enacted significant revisions to the Foreign Professional Talent Act, taking effect Jan 1, 2026:
— Graduates from universities ranked within the top 1,500 globally (Ministry of Education list) are exempt from the two-year work experience requirement previously required for professional employment and work permit applications.
— Graduates from universities ranked in the top 200 globally (bachelor's degree or higher) may apply for a personal work permit directly — valid up to two years, non-extendable, no employer sponsorship required.
— Standard continuous residence requirement reduced from 5 years → 3 years for eligible foreign professionals.
— Annual 183-day minimum residency rule replaced by a 183-day annual average (not strict per-year minimum).
— Spouse and dependent children APRC applications no longer require independent proof of financial assets.
— Global Elites (professionals with annual earnings >NTD 6M): APRC eligibility after 1 year of residence.
Gold Card holders may qualify for APRC via proof of chattels and real estate in Taiwan exceeding NTD 5,000,000 total value — as an alternative to income-based qualification. NIA application outcomes under this pathway have been inconsistent in practice; applicants should confirm current NIA interpretation before relying on asset qualification alone.
